Website accessibility statement inline with Public Sector Body (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018

This website is run by NHS Leicester, Leicestershire and Rutland Integrated Care Board.
We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 200% without the text spilling off the screen
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software

We’ve also made the website text as simple as possible to understand.
We carry out an automated bi monthly central website audit using an automated service, followed by manual prioritisation of issues with key user journeys.

The following items do not comply with the WCAG 2.1 AA success criteria
Information is conveyed as an image of text rather than as text itself so that it’s not compatible with screen readers and other assistive technology
- 1.4.5 – Images of text
- Tooltips are not always present for all icons and images.
- WCAG 2.1.1 Keyboard
- The language button in the cookie settings at the bottom of the webpage is not accessible using the keyboard
- At 200% zoom, there is no keyboard function when selecting the hamburger menu. The keyboard tabs onto the button but the menu cannot be opened using the keyboard
- WCAG 2.4.7 Focus Visible
- After tabbing from ‘Contact’, the keyboard becomes missing for four keyboard tabs
- WCAG 1.4.10 Reflow
- The accessibility tools button does not reflow correctly to fit the webpage at 400% zoom
- WCAG 2.4.4 Link Purpose (In Context) and WCAG 4.1.2 Name, Role, Value
- Some of our links do not have clear discernible information about the destination.

- Not all our PDFs and Word documents meet accessibility standards. We are running a series of workshops and campaigns to highlight this issue and train users in how to audit and then improve the accessibility of these documents gong forward.

We aim to improve our websites accessibility on a regular and continuous basis. See the section below (‘What we’re doing to improve accessibility’) on how we are improving our site accessibility.
Content that’s not within the scope of the accessibility regulations
PDFs, videos and other documents
Many of our older PDFs, videos and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader. This does not meet
WCAG 2.1 success criterion 4.1.2 (name, role value).
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix archive material such as news articles published before 2018.

What we’re doing to improve accessibility
- A regular bi-monthly central website audit using an automated service, followed by manual prioritisation of issues with key user journeys
- We use a design framework which is stable and has been tested for accessibility issues. This cuts down, but doesn’t totally remove, the risk of web editors adding design elements that are not accessible
- Support, guidance and training process in place for all staff to increase awareness of accessibility and what our responsibilities are.
