Opportunity to lead the Leicester, Leicestershire and Rutland Integrated Care Board

The Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB) is recruiting for an outstanding individual to chair the organisation.

The LLR ICB holds a substantial budget for commissioning high quality patient care and to deliver health and care improvements for local communities.

The ICB focusses particularly on NHS services and is one part of the Leicester, Leicestershire and Rutland integrated Care System (ICS), which is a broad partnership of health and care organisations, local government, and the voluntary sector. The goals of the ICS are wide-ranging and ambitious; to improve outcomes in population health, to reduce health inequity, to enhance productivity and value for money and to enable economic and social development.

The successful candidate will play a key role in leading this joint work across Leicester, Leicestershire and Rutland, serving as Chair of the ICB, and Co-Chair of the ICS. The ICB Chair will lead a unitary board which brings together leaders from across all parts of the NHS, local government and patient representative groups.

The LLR ICB serves a large and diverse population of more than 1.2 million, with some of the poorest areas of the country alongside some of the most affluent and has been recognised by NHS England (Midland’s region) as the most inclusive Integrated Care System, as well as receiving national recognition for its collaborative work to address health inequity.

Since its establishment the LLR ICB has made progress in many areas, having reduced waiting times for planned care, cancer services and diagnostics, together with improvements to urgent and emergency care pathways, reduced delays and enhanced flow of patients through the health system. LLR’s mental health and learning disability services are recognised nationally as delivering high quality and improving standards of care and there have been improvements in access to primary care.

Looking ahead, significant challenges remain, including rising demand and a constrained financial environment. There will be significant programmes of capital investment to oversee in hospitals, community facilities and primary care, together with the continually developing role of the ICB which, from April 2024, will assume new delegated responsibility to commission a range of specialised NHS services.
