What is a Neighbourhood Mental Health Café?
A Neighbourhood Mental Health Café is a community based, drop-in service that provides immediate emotional support for adults who are experiencing mental health distress or crisis.
Cafés offer a safe, welcoming and non-clinical space, where people can access face-to-face support without an appointment. Support may include one-to-one conversations, crisis and safety planning, coping techniques, signposting or referrals to other services where needed.

The East of England NHS Collaborative Procurement Hub is preparing to reopen applications for the Social Impact Framework, a route to procurement and funding designed to make it easier for voluntary, community and social enterprise (VCSE) organisations to work with the NHS and wider public sector organisations bodies.
What is the Social Impact Framework?
The Social Impact Framework made up of a list of pre-vetted suppliers (such as VCSE organisations) that commissioners from public sector organisations can view and liaise with in order to commission community based services that improve health and wellbeing. It acts as a pre-approved list of suppliers that commissioners can use quickly when a need arises without having to run a full procurement process each time.
What are the benefits of joining?
Joining the Social Impact Framework provides VCSE organisations with a simple route to obtaining contract opportunities by streamlining the procurement process and making it easier for smaller and community led organisations to access contracting. VCSE organisations that are on the Social Impact Framework will not be required to spend lengthy amounts of time on applications for contracts every time they wish to apply for a new contract, as they will have been pre-vetted and authorised as a legitimate and trustworthy organisation. Being on this pre-approved list promotes visibility to public sector bodies, who can access the framework when required to make direct contract awards or engage in a mini competition to obtain the contract.
How can VCSE organisations apply to join?
VCSE organisations can apply to join by submitting their tender through Atamis, the Department of Health and Social Care’s commercial procurement system. The relevant tender documents will be uploaded onto Atamis and only accessible through there.

Further Questions
If you have any questions about the framework, please contact Mandy Emery, Sustainability and Social Value Specialist on mandy.emery@eoecph.nhs.uk.
During the tender period all clarification questions must also be submitted through Atamis to ensure fairness and consistent communication for all suppliers.
